Los ladrones siempre prefieren robar donde perciben que la seguridad es débil y hay menos riesgo de ser detectados. En este caso, se sentían tan confiados que no los iban a agarrar que pasaron dos noches en el área. La verdad es - como dice Itzel, entre otros - que las medidas de seguridad son muy debilitados. Alguien dijo a los ladrones - "Venga por aquí a robar: no se preocupen, la seguridad es muy floja". Pero es importante notar que no necesitamos pagar más a Melo para la seguridad, necesitamos que la seguridad sea y se perciba ser más efectiva y visible. Entonces cualquier propietario puede decidir si quiere tomar alguna medida personal adicional.
Necesitamos volver a las prácticas de antes, cuando cada propietario y miembro de su familia tenía que portar y presentar en la puerta una tarjeta emitida por el Administrador. Cada visitante tenía que ser invitado por un propietario, y éste último tenía que dejar solicitud escrita en la garita pidiendo que se permita la entrada de su invitado. Y cada visitante tenía que llevar en su vehículo una place diciendo “Visitante”. Si tenemos que pagar uno o dos dolares por cada tarjeta, que así sea - pero - ojo - que Melo no utilice este problema como excusa para subir TSM. Ya pagamos más de $7,000 al mes por seguridad, y lo que se necesita es que esa plata se utilice en forma más eficiente. Es imposible lograr que medidas de seguridad cubran todas las bases, pero una vez que los maleantes noten que la seguridad va en serio, dejarán de molestarnos y buscarán otro lugar que sea menos riesgoso para robar.
Al mismo tiempo, hay que evitar que se abran más pasos por la selva. En este verano se notó que algunas personas trataron de abrir paso para 4 wheels (ATVs) tal vez con intenciones de salir a otras áreas, por ejemplo el Lago Goofy. Esto se debe evitar.
Finalmente, cómo entró ese periodista de la Critica a nuestro residencial??? Quién le invitó y quién le dejó pasar?

Thieves will always target places where they perceive that security is weak and they have less chance of being caught. In this case they felt so confident that they passed 2 nights in our area. The truth iis – as Itzel and others point out – that there has been a considerable weakening of security measures here. Someone told the thieves “Come her to steal: don’t worry, security is weak”. We really don't need to pay Melo more for security, what we need is for security to be and be perceived to be more effective and visible. Then every property owner can decide if he or she wants to take additional precautions.
We need to return to the practices of the past when every property owner and family member had to have a pass issued by the administrator and present it at the gate; for visitors to gain admittance, they had to be invited by a property owner and the latter had to send a request in writing for his or her visitors to be let in. Every visitor had to carry a sign in the car saying “Visitor”. If we have to pay something to reactivate the pass system, so be it, but – please note – let this not be an excuse for Melo to increase TSM again. We already pay more than $7,000 per month for security, and we need that money to be used more effectively. Security measures will never be able to cover all the bases, but once the wrongdoers get the message that Altos de Cerro Azul is serious about security, they will stop bothering us and look for somewhere less risky.
At the same time, we noticed that some owners spent the dry season opening more trails in the forest for ATVs and it was rumored that in one case the idea was to connect up with Goofy Lake. This needs to be stopped, since it gives more ways to enter outr area illicitly.
Finally, how did that Journalist from La Crítica get in???? Who gave him permission to enter our area?

Estimados señores:
Deseo informarles que esta situación de los robos viene ocurriendo desde los años 2000. Puedo manifestarles que en el área de La Fortaleza, donde actualmente resido, alrededor de seis o siete casas fueron robadas durante los años 2000. Desafortunadamente, en aquellos tiempos no teníamos celulares con GPS que nos pudieran ayudar en la captura de los ladrones pero aun así, si teníamos un Jefe de Seguridad que realmente efectuaba su trabajo eficientemente, éste era un Capitán jubilado de la Guardia Nacional. Era una persona de aproximadamente unos 50 años de edad. Esta persona, con la ayuda de la Policía Nacional y con sus conocimientos, pudo lograr capturar y disolver la pandilla que nos estuvo robando varias veces.
Allí fue que me percaté de que teníamos dos fallas en la seguridad, una ubicada en El Frente, a través de la cual se podía entrar y llegar a la Iglesia que está ubicada después de COMASA sin tener la necesidad de transitar por la entrada principal del Proyecto. Como también, la entrada de la Calle Asturias -en La Fortaleza- que nos saca del Proyecto a una finca de café y se sale al área de Altos de Pacora.
Nuestra casa, como la de otros propietarios, fue robada en cinco oportunidades en donde perdimos artículos por valor superior a los $3,500. No solamente fuimos nosotros los afectados, sino también siete a diez propietarios fueron afectados. La mayoría de estas personas han vendido sus propiedades.
Nuevamente veo que caemos en la misma situación, pero noto que ahora los asaltantes están utilizando armas, pasamontañas, inclusive están asaltando con personas dentro de la casa. Esto es algo que definitivamente empeora la situación pues alguna de las personas que asaltaron recientemente fueron afectadas. Aunque son personas mayores, me imagino que es un trauma lo que les ha ocasionado esta situación.
El día que se llevó a cabo el robo en las casas de La Fortaleza, a las 7 de la mañana llegó un patrulla a mi casa, lleno de policías, por lo que salí a ver cuál era la situación y el oficial me indicó que se acababa de llevar a cabo un robo y que además le indicara donde está situado el Arco. Me sorprendió y llamé a la Administración y le pasé el teléfono al oficial y éste pudo conseguir la dirección exacta. Así las cosas, me pregunté cómo era posible que nuestra Seguridad no se hubiese coordinado con la Policía para llevarlos al lugar exacto en el menor tiempo posible.
No solamente sucedió esto, sino que estando ahora en el jardín de mi casa, a los pocos minutos llegaron otras tres patrullas más, preguntándome dónde estaban los cafetales pues tenían idea que por allí habían ido los ladrones. Les indiqué dónde está la entrada. Sin embargo, la Policía revisando el área no sabía cómo encontrar esos cafetales, pues entraban y salían de las calles aledañas. Nuevamente llamé a la oficina, hablé con Migdalia y le indiqué cómo era posible que estos policías estuvieran dando vueltas sin saber dónde ir, sin que el personal de Seguridad, que de por cierto conocen bien el área, especialmente el Jefe de Seguridad, no estuvieran asistiendo a la Policía frente a esta operación. Estaban conmigo en ese momento el Sr. Cilliers y el Sr. Dennis Z., quienes pueden dar fe de esta situación.
Lo que me indican mis fuentes es que la captura se logró debido a que uno de los celulares que se habían robado en El Frente tenía GPS y esto ayudó a la Policía a saber que las personas estaban todavía dentro del área y así poner los retenes que dieron como resultado con la captura de estos señores.
A todo esto nuestro Administrador, el Sr. Correa, al encontrármelo en la oficina días después de los hechos y comentarle el mal manejo de la situación y lo poco profesional como se había manejado por parte de la Administración, me indicaba que eso no era cierto, ya que ellos habían estado participando desde el principio. Le señalé que el Jefe de Seguridad llegó al área de la Fortaleza 15 o 20 minutos después que yo efectué la llamada para que el Oficial tuviera la asistencia de nuestro Jefe de Seguridad.
Esta actitud de no participación del personal de Seguridad, aunado a la falta de un adecuado Plan de Prevención por parte de la Jefatura de ese departamento, nos pone en una situación de indefensión respecto a lo que debe ser la seguridad en el proyecto, es decir que estamos totalmente a merced de los malhechores.
Debemos hacernos esta pregunta, ¿Contamos con un departamento de Seguridad o realmente es un departamento de cuidadores de la entrada? Creo firmemente que es esto último, y también creo que el jefe de Seguridad debe dar un informe pormenorizado de todo lo ocurrido a los propietarios, y además es imperativo que nos presente un Plan Preventivo de Seguridad. Si no se es capaz de hacer esto, entonces La Administración debe conseguir alguien que lo pueda hacer, tal como lo ejecutada el capitán Durán, con menos personal y menos dinero! Desafortunadamente el Capitán Durán nos abandonó años atrás por problemas con el Sr. Batista, anterior gerente de Vistamares.
Otra situación que me preocupa es que cuando algún propietario tiene que hablar con el Administrador y va a la oficina, generalmente éste se encuentra en la ciudad, y esto resulta bastante incómodo para todos, pues si es el Administrador del Proyecto, debe estar en el Proyecto, y si no está, debería haber una persona de jerarquía en su ausencia, tal como lo he visto hacer los 10 gerentes anteriores que han pasado por ese cargo desde el año 1997.

Leslie requested our meeting as there seems to be a lot of rumors going around and he wanted to meet with me to get to correct information.

How are you? I saw your post on the Pacar forum and decided to let you know what happened to us.
The other morning I received a phone call from Antonio Latorre.
Antonio told me that I urgently need to go to my house 123 La Fortaleza as there was some thief's inside my house.
I immediately phoned the security and asked to speak to the head of security senior Andreve.
They gave me his cell number and he told me to come to the house in La Fortaleza urgently.
On the way I saw the police and the security chasing after the thief's.
When I got to our house I saw that the side glass door was broken.
I also found the bug screen in front of one of the windows broken.
It looks like the thief's slept inside our house during the night.
My info is that when the Los Altos security went past they saw the broken glass door and went to investigate. That is when they found the thief's inside our home and send them running. Luckily we only had the one glass door and the bug screen at the window broken and they did not manage to steal any other things from our house.
They must have been surprised and did not have time to take the HiFi, Television and other things of value.
Me, Geraldine and the children is still very shook up about the entire thing.
That house is mostly locked. We do however keep some windows slightly open with the bug screen closed to help with air flow.
Maybe because of this and because nobody lives there it was a soft target for them.
They are however very stupid as they did not need to break the glass door as most of the windows are always slightly open and it is very easy to get into that house without having to break in. The broken glass door was however their downfall as it alerted the security and that was the beginning of the end for them.
I am so glad that they are now in jail and that the police can get some answers out of them.
I would love to know how they got into Los Altos!!!!!!
For us this is very bad as we left South-Africa to escape crime and to have a better life.
I had the idea that things will be better for us in Panama but turn after turn we find that Paradise has many stains.
Geraldine however says that she puts the entire situation in Gods hands.

Leyendo los últimos email me puedo percatar que la mayoría de nosotros estamos muy preocupados por los robos y los asaltos.
Cuando unos ladrones entran a la casa de alguien a sabiendas que hay personas ahi, es porque está dispuesta a lo que sea. Y doy gracias a Dios no paso a mayores. Pero esto es una situación que merece que de nuestra atención. Deberíamos solicitar un recorrido de seguridad mas minuciosamente. Poner garitas con guardias de seguridad en cada residencial. La administración esta pronta para cobrar la cuota, pero realmente donde estan los patrullajes. Le pido a la administración respuestas y que nos den un informe de lo que piensan hacer para cuidar nuestras vidas y bienes.

Sobre Guaradabosques...
Los Sres Bernal y Rosales - empleados de la Administradora -fueron contratados originalmente por la misma para ser guardabosques (antes de eso, tenían funciones similares en el INRENARE - ahora ANAM). Pasaban bastante tiempo en los bosques alrededor del residencial. Pudieron controlar - por ejemplo - la cacería, tala de árboles y otros abusos. Nos parece que hace rato no cumplen con esas tareas, ya que se les han asignado a otras, por ejemplo ornato y agua. A lo mejor deben volver a pasar parte de su tiempo haciendo rondas en áreas boscosas.

I want to update everybody on my meeting with Leslie (one of the other victums)
Before this I would however like to place on record that I spoke to Senior Correa (The Manager of Los Altos) at the office in Cerro Azul today. (07 August 2013)
The correct information about happened in Los Altos has now been discovered by the police. This is as follows:
(1) These criminals are criminals from Panama city that came up to Cerro Azul to steal whatever they could.
There is no personal link or any other link between their actions or between these criminals and Cerro Azul.
(2) They came in through the Forest (Not through the gate) It is totally impossible for the security to guard access to Los Altos through the Forest.
The security did not fail the residents by allowing criminals to enter through the gate.
If you would need more details please contact senior Correo (the Manager of Los Altos)
Every owner on the Pacar forum can clearly see my statement about what happened to Our house in La Fortaleza. We and all the other victums were unfortunate to be in the path of the robbers. That is all.
It was with shock that Leslie told me that there is a lot of rumors going around the mountain and some of these rumors entail a different version of what actually happen to me and my family and our home in La Fortaleza. I asked Leslie to tell me exactly what are these rumors were but he could not tell me and did not tell me exactly how me and my family and our home in La Fortaleza feature in these rumors. I asked him to tell me who are these people that seems to have a different version of the truth. He did not want to give me the names of these people.
The exact truth about what happened is very simple. These were criminals from Panama City.
We (The victums, the people that were affected) were unfortunate to be in the path of these robbers.
If anybody has another version of the truth that somehow involve me, My Family or our properties... I ask them please to contact me personally.

I want to update everybody on my meeting with Leslie (one of the other victums)
Before this I would however like to place on record that I spoke to Senior Correa (The Manager of Los Altos) at the office in Cerro Azul today. (07 August 2013)
The correct information about happened in Los Altos has now been discovered by the police. This is as follows:
(1) These criminals are criminals from Panama city that came up to Cerro Azul to steal whatever they could.
There is no personal link or any other link between their actions or between these criminals and Cerro Azul.
(2) They came in through the Forest (Not through the gate) It is totally impossible for the security to guard access to Los Altos through the Forest.
The security did not fail the residents by allowing criminals to enter through the gate.

Every owner on the Pacar forum can clearly see my statement about what happened to Our house in La Fortaleza. We and all the other victums were unfortunate to be in the path of the robbers. That is all.
It was with shock that Leslie told me that there is a lot of rumors going around the mountain and some of these rumors entail a different version of what actually happen to me and my family and our home in La Fortaleza. I asked Leslie to tell me exactly what are these rumors were but he could not tell me and did not tell me exactly how me and my family and our home in La Fortaleza feature in these rumors. I asked him to tell me who are these people that seems to have a different version of the truth. He did not want to give me the names of these people.
The exact truth about what happened is very simple. These were criminals from Panama City.
We (The victums, the people that were affected) were unfortunate to be in the path of these robbers.
If anybody has another version of the truth that somehow involve me, My Family or our properties... I ask them please to contact me personally.

Me llamó Milvia Solano de Rodríguez de El Vigia, para decirme que el señor Correa se comunicó por teléfono con ella y le dijo que está de acuerdo con la reunión y que se le diera una fecha para su realización y se consideró que dado lo delicado del tema y su urgencia, sería el día sábado 10 de agosto e indicó Correa que solamente estaría sujeto de indicar si el lugar de esta reunió sería el Club.
SE ESTABLECIO CON EL ADMINISTRADOR ING. GABRIEL CORREA QUE SERIA EL SABADO 10 DE AGOSTO A LAS 2:00 PM EN EL CLUB.
Su asistencia será importante.

Milvia Solano de Rodríguez from El Vigia called to tell me that Mr-Correa got in touch with her on the phone, and told her that he agrees with having a meeting and would appreciate a date for such meeting, and he also consideres that due to the urgency of the subject, this saturday 10 of August would be adecuate and that the Club would be the convenient place for such meeting.
IT WAS ESTABLISHED WITH THE ADMINISTRATOR ENG. GABRIEL CORREA THAT THE MEETING WOULD BE SATURDAY AUGUST 10 AT 2:OO PM IN THE CLUB. Your assistance will be important.
If there any no comments about the date and the place, the following will be done:
Inmediate e-mail to:
to the Home Owners Association members
to the ANAM Enviroment volunter members
a message in the fórum to all the owners in Cerro Azul
a message in the fórum from PACAR to the Home Owners Association Commite

Este es uno de los temas críticos del cual he visto muchas sugerencias valiosas desde que se inició este fórum y ha sido tema tocado en reuniones realizadas por propietarios, concluyéndose que el reglamento existente debe revisarse, actualizarse, aprobarse y ser rígidos en su cumplimiento a todos los niveles.
Me permito sugerir, que el día de la reunión que se llevará a cabo el día sábado 10 de agosto de 2013, a las 2:00p.m., se nombre una COMISION DE REGLAMENTO DE VIGILANCIA Y SEGURIDAD para que en conjunto con la administración, se elabore el nuevo reglamento. Para iniciar esta labor se tiene la reglamentación que actualmente se aplica, los 3 grupos de correos, notas y cartas que se han recopilado por medio del fórum, cuyos mensajes, preocupaciones y sugerencias, provienen de los propietarios, más todo aquello que surja en la reunión.

Para iniciar esta labor se tiene la reglamentación que actualmente se aplica, los 3 grupos de correos, notas y cartas que se han recopilado por medio del fórum, cuyos mensajes, preocupaciones y sugerencias, provienen de los propietarios, más todo aquello que surja en la reunión.

While there have been many helpful suggestions with regard to these recent security incidents (and I for one am grateful for this excellent forum in which we can all share information ... and hope the Administration will in the future use it more fully also to communicate with owners ...) I refer to "avechaser" of Aug.6 where he says
"We need to return to the practices of the past when every property owner and family member had to have a pass issued by the administrator and present it at the gate; for visitors to gain admittance, they had to be invited by a property owner and the latter had to send a request in writing for his or her visitors to be let in. Every visitor had to carry a sign in the car saying “VISITOR”. This was certainly the case when we first visited Cerro Azul, and we drove around in our car with the 'visitor" sign, an excellent idea.
Then he mentions another TERRIBLY OBVIOUS point " At the same time, we noticed that some owners spent the dry season opening more trails in the forest for ATVs and it was rumored that in one case the idea was to connect up with Goofy Lake. This needs to be stopped, since it gives more ways to enter our area illicitly." Surely there cannot be anyone who would deny the obviousness of this as a MAJOR security problem??? I have always thought that the wonderful trails need to have GATES to PREVENT any ATV's entering and thus further creating soil erosion on those trails... The trails are indeed marvelous for walking, hiking and bird watching, which is one of the main reasons MOST (?) of us live up here on the border of the NATIONAL PARK!!!
I hope that this new SECURITY discussion will see ATV's in the future kept on Parque ROADS only, and not abusing and still further "OPENING!!??"
