Maybe it’s just a Dream?!
Good Morning MelowLand!!! We awake to another day in the Magic Kingdom of MelowLand, wondering how it’s going to be today? The same as yesterday and the same it has been for the last forty years. How do you like living in a feudal system or the closest thing to it, or did you just grasp the feeling. The only difference between that and what we now have is that we purchased our lands from LordMelow the Magnificent!. As faithful serfs we sustain his kingdom and drive his economy, while our benevolent Lord, out of kindness of his heart, imposes upon us taxes without representation, TSM. How about throwing a party, BYOT (bring your own tea). Personally I think it stinks, just like the chicken farms and the Lord’s attitude.

You think we live in paradise? Just follow the Pot-Hole Roads they will lead you directly into a decadent community of dreamers who still believe that MelowLand is the perfect place to live. The problem you see, is that we saw what was not when we bought (caveat emptor), but now we see what we were not to perceive and that for Him is not good. A rude awakening? Maybe for some. For others, it’s a place for opportunity, it’s a gold mine where you can buy property and houses that can be resold; where we can rent houses or cabins for less than 45 days without having to report to the Tourism Bureau, where you can have any type business you like, without having to report any gained income to any government!!, It’s all tax free! No IRS!! Viva Panama!!! So why should we change our status quo?? It’s a win-win situation. These are the ones that remain faithful to LordMelow and their loyalty is inspired by the yankee dollar and the desire to “belong” to the Lord’s group of sine nobilitate.

Now, our Lordship has informed us, via one of his vassals, that we do not generate enough income from our fees for him to remain ruling over the residential kingdom, and that HE wishes a transition of the residential to us, his “serfs”. We have been informed that we need to form a homeowners association (HOA). Really? Now? After he tore up the existing associations in 1995, why then all the dilatory talk?, Ooops, the clock struck one, we all went down, and His Lordship won, again!! So when the new law comes into effect, His Lordship can form his own association with his faithful vassals and raise the fees and the illegal TSM without the need of our representation or participation and collect all the unpaid fees retroactively, or did you really believe that He would leave the hen that lays the golden eggs?

As we should all know, by law His Lordship has to turn over an established association as part of the “transition” .His intentions are suspiciously unknown, but then His Lordship has been doing whatever he wants for years, and even though many have tried over the years to form a working owner’s association where we could have the authority to make our own decisions on how to spend the fees to directly benefit us, and not have his Lordship impose upon us things that only benefit his realm, His Lordship always uses tactics to discourage, create divisions, antagonism, hostility and ill will within our community to prevent his “serfs” from being independent.

Wake up people and smell the pine trees while you still can. Let turn MelowLand into Mellow. Stand up and fight for your rights. We didn’t gain what we have by being silent and passive. Where is the spirit of our forefathers? Has it died? Have we reached a point of apathy, indifference, callousness, or are we afraid to rock the boat? Do we not care about what is going on around us or how things will affect our future? Do we not care about our investments? De we not care that our properties are depreciating? Do we just not care?

We are being screwed and just don’t realize it!!! Or maybe it’s just a dream??

Good Morning MelowLand !!! ¿Despertamos para otro día en el Reino Mágico de Melowland, preguntándonos cómo será hoy? Sin IRS !! Viva Panama !!! Entonces, ¿por qué deberíamos cambiar nuestro status quo? Es una situación de ganar-ganar. Estos son los que permanecen fieles a LordMelow y su lealtad está inspirada en el dólar yanqui y el deseo de "pertenecer" al grupo de nobles nobles del Señor.

Ahora, nuestro Señorío nos ha informado, a través de uno de sus vasallos, que no generamos suficientes ingresos de nuestras tarifas para que él siga gobernando el reino residencial, y que ÉL desea una transición del residencial hacia nosotros, sus "siervos". . Lots of thoughts on conditions here that certainly could improve, but anonymous postings tend to be ignore by most, certainly by me. If we have something to say as an owner, which I assume they are owners, take credit for it so we know who we are talking with. Signing it and putting your lot number on posts shows you stand behind what you say.

My Panamanian wife and I, an American expat, are living the dream of our lives; having found a home in the Altos de Cerro Azul community. We do not understand the anger, frustration and even hatred of the Melo organization that has served as administrator of our community for decades. In the eleven years we have resided here, I have never once had a major issue with the current administration. The few times I have had issues, the issues were addressed fully and immediately.

What I truly fail to understand is the current vitriol against the administration. I bought here in 2007. I doubt that any of those currently complaining, or very few, owned property prior to 1995 when the dormant HOAs were abandoned. Consequently, each and every one of us bought into the community knowing full good and well who operated as administrator and how the community was administered. Every aspect of the administration has improved in the past eleven years. Why complaint that the community has improved?

I hear frequent complaints about the roads. Most complaints relate to the roads OUTSIDE of our community. The road up to the entrance gate is public and is the responsibility of the Ministry of Public Works (MOP).

I have asked, repeatedly, if anyone in the Melo organization has raised the issue of the government's responsibility to the government entity responsible for maintaining that public road. They have.

I believe that all Panamanian citizens have the duty to contact their Assembly representative to demand redress. This is not a matter the Melo organization can control (unless we are to believe he is the new Noriega and controls all that happens or fails to happen in government).

The road from the gate to the entrance to our community (the Y intersection separating the two sides of the community between the side with the Club and the side where the office is situated) is a private road belonging to the Melo fincas and that exists primarily to provide ingress and egress to the chicken farming operations.

Yes. The chicken farms stink. Anyone who owns chickens understands that they generate a great deal of high ammonia content waste. Let us not forget that the chicken farms were in existence before Altos de Cerro Azul and that we all bought here knowing that the chicken farms were pre-existing and that we must drive by them to access our community unless we want to enter via Cerro Jefe.

The roads inside our community are not ideal. These roads were never correctly designed, even as "tar and chip" roads. There was never a proper grading and there was never a proper base laid before placing gravel with a little tar over existing rough terrain. This too, however, is a pre-existing condition that we recognized when we bought here.

Given the poorly engineered roads, they are in remarkably good condition. This year they are in as good of shape as I have ever seen in my eleven years here.

To properly pave the roads inside the community would cost several millions of dollars. Who among us has the funds to undertake such a project? I certainly do not.

We could argue that Melo should have invested this money decades ago. He did not. He will not now. No HOA, old or new, can levy or collect the fees necessary to properly upgrade our roads.

I agree that there is far too much dissention and division among our neighbors. There are those who are content with the status quo and who believe we are receiving more benefit for our TSM than we pay out. There are those with a visceral hatred of the Melo organization that borders on the unhealthy.

For those who desire to form a new Voluntary Unincorporated Association of like minded owners; they should do so. This group does not need a new law, that I predict will never be enacted. Current laws already provide for the formation of such groups.
Any such group can collect dues from its voluntary members and they can expend their money on any project that suits the will of its members. This would include upgrading roads or any other project of interest!

I fail to understand the need to antagonize those owners who do not desire to join any newly created Voluntary Unincorporated Association. I also see no justification for those owners happy with the status quo to antagonize any neighbor who dislikes the Melo organization.
Everyone is entitled to a personal opinion. No one should feel justified in imposing his or her personal opinion on any neighbor. Visceral hatred for any person or entity is unhealthy. A wise old woman once told me: "Hatred corrodes your soul". Hatred solves nothing and it slowly kills the person harboring the same!

Several other issues have been raised. There are legitimate complaints that there are owners flagrantly violating current Panamanian laws by operating businesses in the National Park without authority. What does this have to do with the current or with any future administration of the community's common areas? NOTHING.

Violations of law should be reported to the proper authorities. Any one of us observing such violations, who can speak the language proficiently, can and should report these violations.

The current administration's personnel can do so if they desire. If they choose to refrain, this IS NOT a responsibility of the administrator. Any new administrator would lack any enforcement power and would be similarly positioned to report or to refrain. Nothing prevents any other owner who has firsthand knowledge of a violation from making a report, either personally or as a group.

The sole legitimate complaint that I understand is that some expenditures of our TSM may go to things such as the Club that may or that may not benefit the community as a whole (as the roads benefit us all). The fact that the TSM collected fails to cover all operating expenses is simply a fact.
If the Melo organization ceases donating $500,000 per year to the operation, our TSM will need to be raised to fill the void or the conditions will grow increasingly worse. For those who believe that the Melo companies administer this community at a profit; they simply do not understand basic math and have never created a budget. Just counting the number of security personnel and the vehicles necessary to maintain the community and doing some simple grade school math shows that expenses exceed income!

I do not know the answer to this problem. I guess we will all need to pay considerably higher TSM fees, like condo owners in the city, to sustain our community if and when the Melo companies cease supporting us.

This observation does not make me a vassal. It does make me a keen observer of reality.

Let me suggest again what I have suggested in the past. Those who dislike the business practices of the Melo organization need to produce a budget demonstrating the REAL (not the hoped for) income and expenses to operate this community and to provide all of the necessary or demanded upgrades to service we receive. Keep in mind that I have read and I have re-read the proposed law. This law will not, and it cannot, compel current property owners to join and newly formed association as to do so would deprive owners of existing property rights without compensation or due process of law. The proposed law does not create a system to collect any fees from the current deadbeats and those who simply refuse to pay. Consequently, any forecast budget must take this reality into consideration.

My wife and I do not care who administers the community so long as our dreams are not shattered and the peace and tranquility we have found here is not damaged or destroyed. We have no issues whatsoever with the current administration but we are not wedded to any entity. If someone can sell me a better product at a far better price; I am in the market. I am not, however, ready to give away my Rolls Royce for a Yugo or a Lada or even an expensive Cadillac for a cheap Chevrolet.

In closing let me pose this radical concept: Any one of us who is so thoroughly disgusted with the community in which we reside is free to sell our properties and to move elsewhere into a community that better fits our needs and desires. I, for one, will absolutely not reside in a community where the atmosphere is toxic to me or where I so detest my neighbors that my own mental or physical health is placed at risk. Just an idea to contemplate when we awaken from our dreamy slumber!

Los caminos dentro de nuestra comunidad no son ideales. Estas carreteras nunca fueron diseñadas correctamente, incluso como caminos de "alquitrán y astilla". Nunca hubo una clasificación adecuada y nunca se estableció una base adecuada antes de colocar grava con un poco de alquitrán sobre el terreno áspero existente. Esto también, sin embargo, es una condición preexistente que reconocimos cuando compramos aquí.

Cualquier grupo puede cobrar cuotas de sus miembros voluntarios y pueden gastar su dinero en cualquier proyecto que se ajuste a la voluntad de sus miembros. ¡Esto incluiría actualizar carreteras o cualquier otro proyecto de interés!
No entiendo la necesidad de antagonizar a los propietarios que no desean unirse a ninguna Asociación Voluntaria No Incorporada de nueva creación. Tampoco veo justificación para que los propietarios estén contentos con el status quo para enemistarse con cualquier vecino que no le guste a la organización Melo.

Todos tienen derecho a una opinión personal. Nadie debería sentirse justificado al imponer su opinión personal sobre ningún vecino. El odio visceral hacia cualquier persona o entidad no es saludable. Una anciana sabia me dijo una vez: "El odio corroe tu alma". ¡El odio no resuelve nada y lentamente mata a la persona que alberga lo mismo!
Varios otros problemas han sido planteados. Existen quejas legítimas de que hay propietarios que violan flagrantemente las leyes panameñas actuales al operar negocios en el Parque Nacional sin autorización. ¿Qué tiene esto que ver con la administración actual o futura de las áreas comunes de la comunidad? NADA.

Las violaciones de la ley deben ser informadas a las autoridades correspondientes. Cualquiera de nosotros que observe estas violaciones, que pueda hablar el idioma con soltura, puede y debe informar estas violaciones.
El personal de la administración actual puede hacerlo si lo desean. Si eligen abstenerse, esto NO es responsabilidad del administrador. Cualquier nuevo administrador carecería de poder de aplicación y estaría en una posición similar para informar o abstenerse. Nada impide que cualquier otro propietario que tenga conocimiento de primera mano de una violación haga un informe, ya sea personalmente o en grupo.
La única queja legítima que entiendo es que algunos gastos de nuestro TSM pueden ir a cosas como el Club que pueden o no beneficiar a la comunidad en general (ya que las carreteras nos benefician a todos). El hecho de que el TSM recogido no cubre todos los gastos operativos es simplemente un hecho.

Si la organización Melo deja de donar $ 500,000 por año a la operación, nuestro TSM tendrá que ser levantado para llenar el vacío o las condiciones empeorarán cada vez más. Para aquellos que creen que las compañías Melo administran esta comunidad con un beneficio; simplemente no entienden las matemáticas básicas y nunca han creado un presupuesto. ¡Solo contar la cantidad de personal de seguridad y los vehículos necesarios para mantener a la comunidad y hacer algunas matemáticas simples en la escuela primaria muestra que los gastos superan los ingresos!
No sé la respuesta a este problema. Supongo que todos tendremos que pagar tarifas de TSM considerablemente más altas, como los propietarios de condominios en la ciudad, para mantener a nuestra comunidad si las empresas de Melo dejan de brindarnos su apoyo.
Esta observación no me convierte en un vasallo. Me hace un gran observador de la realidad.

Permítanme sugerir nuevamente lo que he sugerido en el pasado. Aquellos a los que no les gustan las prácticas comerciales de la organización Melo necesitan producir un presupuesto que demuestre los ingresos y gastos REALES (no los esperados) para operar esta comunidad y proporcionar todas las actualizaciones necesarias o exigidas para el servicio que recibimos. Tenga en cuenta que he leído y he vuelto a leer la ley propuesta. Esta ley no obligará, y no puede obligar, a los actuales propietarios a unirse y formar una asociación recién constituida, ya que ello privaría a los propietarios de los derechos de propiedad existentes sin compensación o debido proceso legal. Allow me to step out of my position of homeowner and re-enter my realm of law professor and attorney. As a result of the persistent complaints about illegal activities occurring within our community; I engaged in an investigation. I was able to interview relevant individuals with knowledge of the infractions and of the governmental response to the same. Let me state that I did not conduct interviews of the relevant government officials due to my lack of linguistic skills and my status as an ex pat. Let me provide a brief investigatory report.

The current administration has received the complaints of various homeowners regarding illegal activities of some neighbors. These infractions have been reported to at least three governmental bodies with the exclusive authority to redress the infractions (the Ministry of Commerce, ANAM and the entity regulating tourism). The results have not been what we would like, however, they are not surprising.

On only one occasion did a government official appear in Cerro Azul to investigate. I believe that this occurred during the last administration as the current administration has shown little to no interest in what occurs in our community.

Although the current regime issues building permits and other permits to those seeking to follow the laws to the letter; it has taken more than one year to cajole an inspector to come to Cerro Azul and to issue a certificate of occupancy certifying compliance with all relevant laws. Such apathy from the only officials with the power to enforce the laws are not encouraging.

As to the illegal operation of rentals, hotel like entities and general tourism activities; the responsible governing officials have issued the following definitive guidance to the administration:

1. No one in the administration has any law enforcement authority.

2. No one in the administration has the authority to refuse entry to "visitors" of any owner current in the payment of his or her TSM.

3. If the renters have been coached by the owners, who are intentionally violating the law, to report that they are merely "visitors" of an owner who is current; the administration, and the government officials themselves, lack any legal authority to challenge the "visitor" or to demand that they "prove a negative" or to provide evidence that they are a bona fide visitor and not a renter.

Therefore, unless we can cajole the responsible government officials to appear in Cerro Azul and to use legitimate law enforcement investigatory tools, including but not limited to subpoenas of bank accounts and audits, no amount of complaining to any persons currently administering the common areas of our community, or to any person who may suffer such duties in the future, will result in the enforcement of the law and the redressing of our concerns.

Does anyone have any actual ideas that could result in compelling the responsible government officials, whether it is MOP maintain the roads or the Ministry of Commerce and ANAM in enforcing current laws in our community? If yes, I encourage each such individual to contact their Assembly representative to demand redress of their grievances. Additionally they should post such ideas for all of us to employ.
To merely complain that the current administration cannot engage in law enforcement duties under current law does not solve our problems. The insinuation that a change of the identity of the persons handling our TSM is the magic pixie dust that will miraculously change the attitudes of the responsible government officials who have consistently and who continue to fail us is both disingenuous and farcical.

We do agree that this is no place to post anonymous pieces. We are surprised it got onto the forum.
But in the same vein, the following gets quoted constantly but we have never seen a single piece of verifiable evidence to confirm it:
"If the Melo organization ceases donating $500,000 per year to the operation, our TSM will need to be raised to fill the void or the conditions will grow increasingly worse." We simply don't believe it. Fake news.
Before the associations were pushed to one side in the mid-1990s, and the mysterious TSM was introduced, Melo administered the area for $5.00 per improved lot and $3.00 per empty lot, per month, did not make a loss, and sent us invoices for their work and Association accounts to prove that income covered expenses! Believe us, Melo's real costs have not gone up 1000% since then. Admittedly he was not bludgeoning us then with the cost of the club because it did not exist and was not in any plans that we were made aware of when we purchased our property. So, as starters, we suggest that the cost of the club be taken off the TSM and then be charged separately and only to those who use the place. (If some people still don't get it, the club does not belong to the property owners - it is privately owned by Melo and most of us have no obligation whatsoever to use or pay for it). That would be a start for keeping administration costs at a reasonable level.

Hay mucha discusión sobre las carreteras tanto dentro como fuera del desarrollo. Este es el una tema que nos une. Sin embargo, está envuelto en un misterio oscurecido por objetivos individuales y chismes. Mi comprensión del camino fuera del desarrollo es diferente a la establecida y proviene de las discusiones con la administración. Si hay información concreta en contrario, me gustaría recibirla.

There is a lot of discussion concerning the roads both inside and outside the development. This is the one topic which unites us. Yet, it is shrouded in mystery obscured by individual goals and gossip. My understanding of the road outside the development is different than stated and comes from discussions with the administration. It there is concrete information to the contrary I would welcome hearing it.

The maintenance of roads outside the gate of Los Altos de Cerro Azul is the responsibility of Grupo Melo and we property owners. This begins close to La Posada de Ferhisse. There is an obvious deterioration beginning there which MOP declines to repair. As stated previously the original roadway was built with insufficient quality for MOP to accept it into its system of road maintenance.

The road may probably never be fully repaired to give the permanent quality that we all desire. Therefore, the costs of maintenance is equally shared between Grupo Melo and we property owners through our payments of the TSM. Although a pretty sound argument could be made that the Sarasqueta Y Cia feed trucks make more than 50% of the damage requiring continual patching.

I do wish the administration would return to the days of forthright communication on income and expenses. A lot of confusion could be cleared up by simple explanations.

But, this is must be a typical problem with Grupo Melo. They are unable to send just a monthly billing to me for TSM and water. Today I have to make a payment and have no idea what I owe.

The Vistamares financial statements have been distributed sporadically. There is no half-million dollars infused by Melo that is readily apparent. Where does this figure come from?

As a postscript I first read the anonymous posting on the forum as a humorous account of our situation filled with hyperbole and embellishment. It is hilarious. Who hasn't thought of us as living in a fiefdom? You only have to travel to Los Altos del Maria and see the Melo castle on the hill enveloped in fog to see it!

I have been told various stories by various authorities throughout the years regarding the road from Ferhisse to Melo's gate and beyond into our community. On one hand I have been told that the road is a private road belonging to the Melo organizations. From personnel within the Melo organizations, I am told it is a public road that is the responsibility of MOP. It would be good to know precisely what entity owns and is therefore responsible for the road so that we could demand appropriate attention to the same. I concur with Marco that we need to learn how to discover the truth.

It is not at all beyond the realm of reason that the road could be private IF the Melo organization owned all property over which the road traverses. In that event it is not truly a road but an easement of ingress and of egress traversing private property.
This would be somewhat odd given that the road continues to other communities in which there are health clinics, schools, etc. such as Alto de Pacora. I am not sure the Melo family owned all of that land, but then I have never researched the public land records to discover the history of the area beyond our community.

It is not beyond the realm of reason that the government would not accept "dedication" of a road privately constructed if it failed to meet governmental engineering standards. This is the state of the law in both the United States and in Canada.
I lack a degree in civil engineering, however, it is patently obvious that the road was not properly graded and that it lacks a proper base to support the low grade asphalt. As I have stated in the past; it would cost several millions of dollars (I was told that a contractor quoted $5.0 - $6.0 million to properly surface the roads inside the community).

Irrespective of whether the road outside is considered public or private and irrespective of whether MOP has or has not formally accepted dedication of the road in the past; the government can (and should) accept ownership of what is currently a public road serving the general public. The road now services a National Park as well as multiple communities with citizens putatively represented in the National Assembly.
It would be good if any Panamanian attorneys among us could research the land records as well as the MOP records to discern if we travel a public road or are merely permitted to utilize an established "easement of necessity". Simultaneously, it would be interesting to learn if the legally registered entrance to Altos de Cerro Azul is at Cerro Jefe as I have been informed or if it is and has always been the gate to enter Melo's fincas near Comasa. The road past Comasa to the "entrance" at Cerro Jefe is nearly impassable by private vehicle.

Marco was generous in apportioning the damage done to the road outside between we owners and the commercial vehicles servicing the Melo fincas. I would estimate that nearly all (90%+% of the road damage is caused by heavy trucks. The same is likely true within the community. I suspect that the Comasa and similar trucks servicing our needs are the primary sources of road damage. Given that fact, I believe the Melo commercial entities should be primarily (not merely 50%) liable to pay for the maintenance of the road outside the community.

I believe it would behoove us to learn the legal status of the road. If it is not a dedicated public road, pressure should be brought to bear on the MOP to assume legal ownership and responsibility of the road from Ferhisse and beyond. To the extent that the Melo organization retains legal responsibility for the road; it would behoove us to remain on good neighbor terms with the Melo organization and cajole those entities to maintain the road in a condition passable by private automobiles.

Should Melo or his minions decide that the road need only be maintained in a condition suitable for large commercial vehicles, we may find ourselves needing horses, mules or ATVs to access our homes. That would be a tragedy.

In that respect, we are truly at the mercy of a private commercial entity without any avenue to seek redress! As much as I detest government in many respects; one of the few functions of any government, other than national defense and internal policing, is the maintenance of roads (going back to at least the Roman era)

Diversas autoridades me han contado varias historias a lo largo de los años sobre el camino que va de Ferhisse a la entrada de Melo y más allá de nuestra comunidad. El camino que pasa por Comasa hasta la "entrada" en Cerro Jefe es casi intransitable en vehículos privados.

Marco fue generoso al repartir el daño causado a la carretera fuera entre nosotros los propietarios y los vehículos comerciales que prestan servicio a las fincas Melo. Calculo que casi todo (90% +% del daño en la carretera es causado por camiones pesados. Lo mismo es probable dentro de la comunidad. Si Melo o sus secuaces deciden que el camino solo se debe mantener en una condición adecuada para vehículos comerciales grandes, es posible que necesitemos caballos, mulas o cuatriciclos para acceder a nuestros hogares. Eso sería una tragedia.

En ese sentido, ¡estamos realmente a merced de una entidad comercial privada sin ningún medio para buscar reparación! Tanto como detesto al gobierno en muchos aspectos; una de las pocas funciones de cualquier gobierno, aparte de la defensa nacional y la vigilancia interna, es el mantenimiento de las carreteras (que se remonta al menos a la época romana)

¡CORRECIÓN!

El Ing. Correa, el administrador de Vistamares, ha leído mi publicación anterior en la web y dice que ninguno de nuestros fondos de TSM se utiliza para el mantenimiento de carreteras fuera de la puerta. Todos los parches en el camino afuera de la puerta de seguridad son pagados por Grupo Melo y las operaciones de pollo.

Este es otro ejemplo de personas que están mal informadas y esta vez estoy yo, así que le pido disculpas al administrador.

Luego pido que haya más comunicaciones abiertas de Grupo Melo. Por favor díganos en detalle cómo se está gastando nuestro TSM para nuestro beneficio. Mr. Correa, the administrator for Vistamares, has read my previous web post and says none of our TSM monies are used for road maintenance outside the gate. All patching to the road outside the security gate is paid for by Grupo Melo and the chicken operations.

This is yet another example of people being ill-informed and this time it's me so I apologize to the administrator.

I then call for there being more open communications from Grupo Melo. Please tell us in precise detail how our TSM is being spent for our benefit. The vocal minority of owners who have an interest in a prosperous development will certainly appreciate it. We want timely, continual information passed to us, such as a monthly newsletter that was once a feature of the operation. This could be published on your various Facebook pages or at the very least a simple email sent to your extensive list of owners.

Realmente me incomoda que vengan a decirnos que no creen que nuestros legisladores sean capaces de pasar una ley que ponga en orden a las asociaciones de propietarios de las urbanizaciones privadas que existen en nuestro país. Y para que ésta incomodidad no persista en el ambiente, les informo a todos los propietarios que en el día de ayer se reunió por tercera vez la Comisión de Infraestructura y Asuntos del Canal para conversar sobre como se hará el acoplamiento propuestas y opiniones de todos los participantes interesados en el Proyecto Ley No. 562 que prolija el Hn. Dominguez (MOP, MIVIOT, ANAN, MUNICIPIO, SALUD, Contratistas, Promotores, Propietarios de varias urbanizaciones en el País, Particulares y inclusive representantes de los propietarios de Altos de Cerro Azul). Por participar en esa reunión, recibí el esquema que está implementando ésta Comisión para que los participantes puedan presentar propuestas y opiniones y adjunto una copia de la primera página para vuestra información.

Cualquier propietario que desee presentar sus opiniones sobre lo que este Proyecto Ley No.562 deberá contener, puede solicitarme copia del documento y hacer sus propias propuestas y opiniones, y con sumo placer lo hare llegar a la Secretaría del Comité.
